坡面与沟谷的水土流失是相互促进和相互制约的关系,坡面退耕还林还草和沟谷淤地坝治理措施的正确选择与配置对黄河下游防洪减灾和保障区域经济社会的可持续发展具有重要作用。但是从总体上看,退耕还林还草和淤地坝系建设无论是在基础理论还是关键技术研究方面仍相对薄弱。基于此,在对坡沟水土保持治理措施已有建设成果分析的基础上,对退耕还林还草的适宜性、淤地坝高效持续利用、坡面退耕还林还草与淤地坝建设的关系、退耕还林还草与淤地坝工程的配置研究和坡面沟道耦合的侵蚀产沙关系等需要进一步研究的科学技术问题进行了探讨。
