In March 2012, the U.S. Department of Defense submitted to the National Assembly a reform plan entitled “Integrating Army Health Management.” The plan recommends the establishment of the National Defense Health Administration (DHA), but medical services are still administered by all services. Now the main background of the plan and the conclusions of the argument are briefly described below. 1 Background of reform Since 2001, the U.S. military has begun to carry out the reform and transformation of the military health system with the aim of further enhancing the capability and level of medical security and earnestly implementing the policy of tightening the national defense budget. The U.S. military has realized that the military health system must be operated more efficiently while effectively controlling medical costs.
