公共研发(R&D)计划绩效评价是科技绩效评价的重要组成部分,也是科技管理的基础和重要环节,对公共研发绩效评价的关注本身就是一种加强科技投入的间接措施。公共R&D绩效评价也应像其他科学研究一样,从学理上进行辨证思考。一套行之有效且易于实施的评价体系是绩效评价的关键,对评价对象真、准、精的诉求以及对评价目的合理达成,需要更深入的理论探索和实践总结。对公共研发计划绩效评价的现状进行发问及反思,并预设了一些可能发展的路径。
The performance evaluation of public R & D (R & D) plan is an important part of S & T performance evaluation and the foundation and important link of S & T management. The concern about public R & D performance evaluation is itself an indirect measure to strengthen S & T investment. Public R & D performance evaluation should be the same as other scientific research, from the academic dialectical thinking. A well-established and easy-to-implement evaluation system is the key to performance evaluation. It requires a more in-depth theoretical exploration and practical summary of the true, accurate and refined appeals of the evaluation object and the reasonable achievement of the evaluation purpose. Questions and reflections on the status quo of performance evaluation of public R & D programs and presupposition of some possible paths for development.
