李克强总理于2014年9月的夏季达沃斯论坛提出“大众创业,万众创新”。与此同时,计量行业内集中大量技术人才和宝贵数据,但受制于管理体制的束缚,未能充分发挥其各方面优势。因此,需扩大管理者的管理幅度,打破人才管理的部门区域限制,注重培养与组织发展利益一致的具有责任感的“社会人”。在组织中检测工作标准化、信息化和自动化的基础上,进一步实现大数据技术辅助的员工成长规划信息系统,以实现和培养计量人才的主动创新意识。
