世界范围内低碳经济的发展趋势和中国“十二五”节能减排的工作要求,对国内电力系统的安全可靠运行和绿色经济发展提出了新的更高要求,如何应对和适应外部环境的变化,形成功能可靠、机制可行的低碳电力系统成为当前需要回答的重要问题。从保障供电安全可靠性的角度,分析了低碳电力系统所需具备的基本功能,阐述了低碳电力系统实现的4项机制和2个方面的“去碳”转化;基于清洁发电、优化调度、提高效率、优化用电和优化投资等5个方面分析了智能电网的目标功能;基于此,按照清洁生产、降低损耗、终端节电和投资优化等4个方面提出了智能电网对支撑低碳电力系统实现的具体路径。
The worldwide development trend of low-carbon economy and the work requirements of China’s “12th Five-Year Plan” for energy conservation and emission reduction put forward new and higher requirements on the safe and reliable operation of the domestic power system and the development of green economy, and how to deal with and adapt to the outside Environmental changes, the formation of a reliable, feasible low-carbon power system has become an important issue to be answered.
