问:为什么要修订《干部任用条例》?答:随着改革开放进程的不断深入,近些年来,干部工作面临的形势任务、干部队伍状况等都发生了很大变化。一是中央对干部工作的指导思想、基本原则、目标任务提出了一系列新要求;二是干部人事制度改革积累了丰富经验,一些干部政策有新变化新调整,干部任用工作需要与这些新政策相衔接;三是干部选拔任用工作中出现了一些新情况新问题,需要从制度层面加以改进。这些变化使得《干部任用条例》已经不能完全适应新的要求。本着与时俱进、改革创新的精神,中央决定重新修订并颁布《干部任用条例》。
Q: Why should we amend the Regulations on the Appointment of Officials for Cadres? A: With the continuous deepening of the reform and opening up process, the situation and tasks faced by the cadres and the contingent of cadres have all undergone great changes in recent years. First, the central government has put forward a series of new requirements for the guiding ideology, basic principles, and goals and tasks of the cadre work. Second, it has accumulated rich experience in the reform of the cadre and personnel system. Some cadre policies have been newly adjusted and new changes have taken place. The appointment of cadres and these new policies are required. Thirdly, some new situations and new problems have emerged in the selection and appointment of cadres and need to be improved from the institutional level. These changes make the “Regulations on the Appointment of Officials” can no longer fully meet the new requirements. In keeping with the spirit of advancing with the times and reforming and innovating, the Central Government decided to revisit and promulgate the Regulations on the Appointment of Officials.
