一、我省利用外资的现状 改革开放以来,我省利用外资稳步增长。到1997年底,全省累计批准利用外资项目3.3万个,合同利用外资额362.5亿美元,实际利用外资额194.5亿美元,其中1992年以后的6年中实际利用外资比较集中,约为149.2亿美元,年约增长率高达20％。外资的引进,促进了国有企业的改革,加速了产业和产品结构的优化,增强了经济发展的后劲。1990年以来,在全省固定资产投资总额中,利用外资部分占20％;“三资”企业出口额占全省出口总额的35％。但是,过去我省利用外资基本上属于数量速度型,利用外资的质量和效益较低,存在着许多不容忽视的问题。

The introduction of foreign capital has promoted the reform of state-owned enterprises, accelerated the optimization of industries and product structures, and enhanced the stamina of economic development. Since 1990, among the total investment in fixed assets in the province, the utilization of foreign investment accounts for 20% of the total investment in the province; the export of “three-capital” enterprises accounts for 35% of the total export of the province. However, in the past, the utilization of foreign investment in our province basically belonged to the quantitative speed type. The quality and efficiency of using foreign capital were low. There are many problems that can not be ignored.
