智能微网的高效与合理利用是我国实现低碳经济和提供清洁能源的重要手段,其效益的评估成为了目前关注的热点问题。结合智能微网的特点,分析了智能微网投资建设的综合效益构成,提出了综合效益的评估思路和方法,并通过实证研究将提出的评估理论和方法进行了应用和验证。结果表明,低碳环境下智能微网的投资建设不能仅仅考虑经济效益,其社会效益如节能减排效益、资源节约效益和降损电量效益也应成为投资决策的关键因素。同时,所提出的综合效益评估方法对于其他低碳经济项目的评估也将具有良好的借鉴意义。
The efficient and rational utilization of smart micro-grids is an important means of achieving low-carbon economy and providing clean energy in our country. The evaluation of its benefits has become a hot issue of current concern. Combined with the characteristics of intelligent microgrid, the paper analyzes the comprehensive benefit structure of intelligent microgrid investment, puts forward the ideas and methods of evaluating comprehensive benefits, and applies and verifies the proposed evaluation theory and method through empirical research. The results show that the investment and construction of smart micro-grid under low-carbon environment can not only consider the economic benefits. The social benefits such as energy-saving and emission-reduction benefits, resource-saving benefits and power-loss benefits should also be the key factors in investment decision-making. At the same time, the proposed comprehensive benefit assessment method will also have a good reference for the assessment of other low-carbon economy projects.
