中央、省在津各企业及市属各局:为了改进学徒培训工作,提高后备工人质量,国务院曾于一九五八年颁布了国营、公私合营、合作社营、个体经营的企业和事业单位的学徒的学习期限和生活补贴的暂行规定。同年六月,我市制订了贯彻国务院这个规定的实施细则,这对于深入贯彻国务院规定,起了一定作用。几年以来各个企业和事业单位在培训学徒中,除认真贯彻了国务院规定外,对学徒的教育方面,包括政治思想教育和技术教育,也创造和积累了许多经验。为了巩固和推广行之有效的经验,进一步贯彻国务院规定精神,鼓励技工师傅带好徒弟,使我市的培训学徒工作在现有基础上提高一步,特制发关于培训学徒的补充规定和关于技工师傅带徒奖励制度的暂行规定,希贯彻执行。
