本文指出了“和平”在促进非洲人权中具有的战略性价值。通过将“和平”的理论和实践基础加以对照,可以突出和平是促进人权落到实处的概念基础。“和平”打下的基础可能创造一个让人权在更大范围内得到尊重的环境。之所以存在这种可能性,是因为和平有潜力发展一种以价值为基础的促进人权的途径。本文认为,“和平”可以作为促进人权的战略价值。此外,本文不打算深入探讨非洲的政治环境,而是具体讨论如何在促进人权的过程中发挥“和平”的价值。
This article points out the strategic value that “Peace ” has in promoting human rights in Africa. By contrasting the theoretical and practical foundations of “peace ”, one can highlight the notion that peace is the conceptual basis for the promotion of human rights. The foundations laid by “peace” may create an environment in which human rights are respected to a greater extent. This possibility exists because peace has the potential to develop a value-based approach to human rights promotion. This paper argues that “peace ” can be used as a strategic value for promoting human rights. In addition, this article does not intend to conduct in-depth discussions on the political environment in Africa but specifically discusses the value of “peace” in the promotion of human rights.
