建设用地使用权制度是重要的土地制度,探析建设用地使用权转让的实务与理论在经济新形势下更有意义,本文在梳理建设用地使用权概念的基础上,对建设用地使用权转让的条件又阐述了看法,认为投资比例限制条款的存废问题应从新考量。
