运用系统动力学方法探讨了政府补贴和回收竞争对废旧家电处理商回收效益的影响。借鉴系统动力学原理,考虑回收处理过程中回收价格、政府拆解补贴等因素的随机性与交互动态性,构建了废旧家电回收模型。运用Vensim PLE软件进行模型仿真、预测分析和关键参数的变动分析。研究结果表明:在短期,居民对提高回收价格更为敏感;但从长期来看,居民对提高政府投入的环保宣传费用和正规回收经营者投入的平均服务费用更为敏感。政府拆解补贴在初始较长一段时期能有效刺激回收速率的增长,扶持正规回收经营企业的发展,但随着时间的推移,拆解补贴对回收速率的刺激作用将不断减弱。
The effects of government subsidies and recycling competitions on the recycling efficiency of waste electrical appliances were discussed by using system dynamics method. Draw lessons from the principle of system dynamics, take into account the recycling price, government dismantling subsidies and other factors of randomness and interaction dynamic, recycling waste recycling model built. Using Vensim PLE software for model simulation, predictive analysis and analysis of key parameters of change. The results show that: in the short term, residents are more sensitive to raising the recovery price; in the long run, however, residents are more sensitive to raising environmental costs of government investment and to recuperating the average service fee charged by operators. Government dismantling subsidies have been effective in stimulating the growth of recovery rates for a relatively long period of time and supporting the development of formal recycling enterprises. However, the stimulus effect of dismantling subsidies on recovery rates will continue to diminish over time.
