当前,村级组织实际制度安排中存在着村党支部与村委会职能不分、乡镇行政操纵村委会选举和村民影响村级组织行为的情况。从价值方面看,村级组织的现实制度状况离村民自治的规范要求很远;从功能方面看,村级组织在协助乡镇行政、维护村民利益等方面均不能令人满意。村级组织现实制度状况中价值规范与功能要求之间既相互依存,又相互冲突的关系,决定了村民自治的发展
At present, the actual institutional arrangements of village-level organizations exist in which the functions of the village party branch and the village committee are not divided, that the township administration controls the election of the village committees and that the villagers influence the behavior of village-level organizations. In terms of value, the status quo of village-level organizations is far from the norms of villager autonomy. From a functional point of view, village-level organizations are unsatisfactory in assisting township administration and safeguarding villagers’ interests. The relationship between value norms and functional requirements in the status quo of village-level organizations is interdependent and mutually conflicting, which determines the development of villager autonomy
