旱情监测预警系统是干旱灾害风险管理重要的关键环节,我国农业旱情监测手段从旱情统计上报制度,发展到测定土壤含水量,测定方法从烘干法发展到电子测量技术。分析卫星遥感影像与地面土壤含水量的相关关系,实现了旱情范围空间分布的快速监测,解决了原有手段存在的问题,是未来旱情监测的发展方向。黑龙江省承担了国家土壤含水量监测技术的项目试点工作,在旱情监测新技术方面走在全国前列。
The drought monitoring and early warning system is an important key link in the management of drought disaster risk. The monitoring means of agricultural drought in our country develop from the statistical reporting system of drought to the determination of soil moisture content, and the measuring method is developed from the drying method to the electronic measuring technique. Analysis of the correlation between satellite remote sensing images and soil moisture content on the ground, to achieve the rapid monitoring of spatial distribution of the drought range, to solve the existing problems, is the future direction of drought monitoring. Heilongjiang Province has undertaken the pilot project of national soil moisture monitoring technology and has taken the lead in the country in terms of new technologies for drought monitoring.
