黄淮海平原有耕地三亿亩,其中没有灌溉条件的旱地约占二分之一,这部分旱地产量水平很低,生产稳定性很差,但增产潜力很大,充分发挥这部分旱地的增产潜力对实现黄淮海平原的平衡增产,改变全区生产面貌具有重要意义。一、雨养农业的增产依据黄淮海平原处于暖温带,属半干旱,半湿润气候,年平均气温11—16℃,无霜期190—240天,年降水量500—1100毫米,年干燥度0.75—1.50。农业气候特点是:热量资源丰富,冬天不太冷,春天升温快,秋季降温缓,年降雨量不太少,但分配不均,旱涝频繁,光照充足,增产潜力大。以本区北部干旱中心的河北省深县为例,全年对作物生长有利的气象条件,共有四个阶段,很有利于夏秋两季作物的生长发育。其中包括,五至六月辐射量充足,有利于中喜温作物幼苗的茁壮生长,和夏收作物的灌浆成熟;
