1995年,以建立现代企业制度为重点的国有企业改革,将成为中国经济体制改革的中心内容,同时也是我省国有大中型企业改革的重头戏。近年来,虽然我国国有企业总的情况是好的,但也存在着这样那样的问题和困难。这些问题和困难表明,现有企业制度已不适应社会主义市场经济发展的需要。解决这些问题,需要进行企业制度的创新和综合配套改革,这就是建立现代企业制度。建立现代企业制度,是国有企业的改革方向,它标志着我国企业改革从放权让利的政策调整,转向企业制度的创新。这对于搞好国有大中型企业,使国有经济在国民经济发展中更好地发挥主导作用,具有重要的意义。
In 1995, the reform of state-owned enterprises focused on the establishment of a modern enterprise system will become the central content of China’s economic restructuring, and it will also be the highlight of the reform of state-owned large and medium-sized enterprises in our province. It indicates that China’s enterprise reform has shifted from policy adjustment to decentralization and profit transfer to the innovation of enterprise systems. This is of great significance for the improvement of state-owned large and medium-sized enterprises and for the state-owned economy to play a leading role in the development of the national economy.
