一、产权交易的“裁判”上海市产权交易管理办公室成立于1996年3月25日,主要职责是根据“集中、公开、公正、规范”的原则,对全市产权交易行为进行监督、管理、指导,为上海市国有资产管理办公室归口管理单位。上海市产权交易管理办公室下设四个处,分别是:秘书处、政策法规处、交易管理处、稽查处。上海市产权交易管理办公室是本市产权交易的管理机构,其主要职能是:(1)拟定本市产权交易的有关政策、法规和产权市场的发展规划;(2)制定本市产权市场及相关专业市场交易规则;(3)统计本市产权市场及相关专业市场的交易情况;(4)协调产权交易中有关问题;(5)审批产权交易经济机构的资质;(6)调节重大复杂的产权交易纠纷;(7)依法查处产权交易中违反交易规则的行为;(8)市国资办授予的其他职责。根据《上海市产权交易管理办法》等规则,上海市产权交易管理办公室对上海产权交易所、上海设备交易中心、上
