新医改政策的提出,对医院发展带来较大冲击,同时也为医院预算管理水平提出新的要求。本文就医院预算管理中存在的问题:观念薄弱、预算覆盖面窄、脱离财务管理、未与绩效考核挂钩等问题提出自己的建议,发挥预算在资源配置的优势,为医院应对新医改寻找新的经济增长点与发展机遇。
The proposed reform of the new medical reform has brought a great impact on the development of the hospital and also put forward new requirements for the hospital’s budget management. This article puts forward some suggestions on the existing problems in hospital budget management, such as weak concept, narrow budget coverage, separation from financial management and failure to be linked with performance appraisal, and makes full use of the advantages of budget in resource allocation so as to find a new economy for the hospital to cope with the new medical reform Growth and development opportunities.
