In the process of formulating and amending the zoning plan, the planned professionalism, effective public participation and a sound judicial relief system not only ensure that the interests of the general public are not violated by the executive authorities, but also promote the harmonious development of man, nature, economy and society . This kind of land management model based on zoning plan has some reference to the reform of China’s land management system and the healthy development of the real estate market.
