成都市在经历了2011年“7·3”特大暴雨后,在加紧开展对中心城区雨水排水管网梳理、纠错工作的基础上,构建了排水系统数字化管理平台;进而于2013年5月引入仿真模型技术,首次绘制了成都市中心城建成区雨水排水分区图,并进行了洪涝风险评估,锁定了中心城建成区内22个易淹区和51个易淹点;对5个易淹区通过模拟仿真、评估内涝成因,提出了相应的治理工程措施,以提升排水防涝能力。另外,为实现10年内彻底解决城市内涝问题的目标,提出了一套科学的、因地制宜的雨水蓄排结合治理方案。
