In this paper, a fast pulse electronic time-of-flight (TOF) spectrometer is introduced in detail, and the absolute total cross-section of e-He scattering (TCS) in the 1-50 eV energy range is measured on a spectrometer. The measurement accuracy is better than 5%. Compared with other experiments The result is in good agreement with the calculated value in the error range.
