Hong Kong was colonized by Britain for 156 years. It has been a statutory Ordinance and the Royal Instructions. The 1984 Sino-British Joint Declaration reached an agreement on the issue of Hong Kong. Under the agreement, Hong Kong has become a special administrative region of the People’s Republic of China since July 1, 1997. The highest authority in China ─ ─ NPC passed the Basic Law of Hong Kong Special Administrative Region as the power in 1997
