近年来,基层民兵工作中存在的问题和矛盾日渐凸现,从总体上看,主要有以下三个方面: 一是基层专武部长兼职多。兼职是乡(镇)机构改革人员减少的实际需要,是加强与党、政协调运转工作的需要。但在实际工作中,有些乡镇领导对安排兼职不尽合理,加上有的专武干部不能很好地处理“专”与“兼”的关系,使得因兼职冲淡了“专”。再次是兼职不尽合理,偏离了“专”,只要工作忙,专武干部什么都“兼”。还有个别专武干部不务“正业”,脱离了“专”,个别专武干部认为武装工作没实权,做兼职工作容易出政绩、提升快,所以把主要精力投入到兼职工作上,游离于武装工作之外。
