处在公文显著位置的标题,其拟写制作有严格的规范要求。《国家行政机关公文处理办法》(以下简称《办法》)规定:“公文标题应当准确简要地概括公文的主要内容并标明公文种类,一般应当标明发文机关。”规范的公文标题一般由“发文机关”、“发文理由”(事由)、“公文种类”三部分组成。但在公文运作实际中,标题出现的问题不少,概括起来主要有以下几方面,兹结合实例加以论析。一、格式错误公文标题格式方面的错误,主要有格式不规范和内容不齐备两种情况。分别举例说明:
