近两年,四川省通过各种渠道,筹集资金近亿元,新建公路2,000公里,桥梁200多座,为加快山区建设创造了条件。他们在筹集修公路、建桥梁的资金上主要有十条渠道:(1)引进外资。从世界银行引进低息长期贷款,修建乡村公路18条,总长度300公里。(2)收取陆运费。在公路修通后,由有关部门计算汽车运输与人力运价的差额,由物资部门与修路部门共同受益,原则上是各得一半。(3)合资修路。把修路与开发林业、矿业结合起来,由这些部门和交通部门共同投
