[目的]了解基层疾病控制业务技术骨干对国家疾病控制政策的认识及业务技术素质提高需求,为国家制定相关政策提供参考依据。[方法]自行设计调查问卷,于2012年6月对参加山东全省疾控业务骨干培训的县级学员每县10人合计1 400人进行问卷调查。[结果]发放问卷1 400份,回收合格问卷1 389份,合格率为99.2%。对与疾病控制有重要关系的基本公共卫生政策比较了解的1 037人(占74.6%),并认可的835人(占60.1%)。114人(占80.2%)的人认为财政支持力度不足是当前疾病控制存在的主要问题,546人(占39.3%)认为专业技术人员数量不足是基层疾控队伍的主要问题,958人(占69.0%)认为慢病防制是当前要解决的首要的公共卫生问题,1 028人(占74.0%)认为健康教育在疾病控制工作中的地位应该加强。基本技能更受基层业务技术人员重视,1 097人(占79.0%)希望通过相对长期正规的途径学习,782人(占56.3%)选择影响学习的最主要因素是工作忙没时间。[结论]国家应切实加强对疾病控制和公共卫生的重视,加大财政投入,从体制上提高疾控机构人员编制人数,使之与日益繁重的疾控任务相适应。
[Objective] To understand the understanding of the national disease control policy and the need of improving the technical quality of the patients in the grass-roots disease control business technical backbone and provide reference for the formulation of relevant policies by the state. [Methods] The questionnaire was designed by ourselves. In June 2012, a questionnaire survey was conducted on 10 400 county-level trainees who participated in the backbone disease training of disease control in Shandong Province for a total of 1 400 people. [Results] 1 400 questionnaires were distributed and 1 389 qualified questionnaires were returned, with a pass rate of 99.2%. 1,037 (74.6%) were well-informed and 835 (60.1%) were recognized for basic public health policies that have an important relationship with disease control. 114 (80.2%) people think that inadequate financial support is the main problem in the current disease control. 546 (39.3%) think that the shortage of professional and technical personnel is the main issue for grassroots disease control teams, 958 (accounting for 69.0% %) Believe that chronic disease prevention is the primary public health problem to be solved at present, and 1,028 (74.0%) think that health education should strengthen its position in disease control. The basic skills are also valued by technical staff at the grassroots level. 1,097 (79.0%) hope to learn through relatively long-term formal means. 782 (56.3%) choose the most important factor affecting their learning because they are busy with their work hours. [Conclusion] The state should conscientiously strengthen the emphasis on disease control and public health, increase financial input, and systematically improve the staffing of CDC institutions so as to adapt to the increasingly heavy disease control task.
