With the continuous implementation of the strategy of rejuvenating our country through science and education, “science and technology are the primary productive forces” have gradually become the consensus of the people. Scientific research funding increased year by year, research environment continues to improve, the intensity of investment in science and technology continue to increase, while building an innovative national goal, so that enterprises usher in the spring of science and technology innovation. However, compared with the developed countries in the world today, China’s science and technology resources are relatively limited, and a reasonable allocation mechanism of science and technology resources is particularly important for the development of China’s science and technology. In this process of development, the government, through its encouragement of independent innovation, has raised the efficiency of investment in science and technology so that the enterprise can truly become the main body of scientific and technological innovation and become the backbone for promoting the development of science and technology and accelerating the transformation of scientific and technological achievements. Therefore, studying the government’s incentive to enterprises’ innovation behavior and the efficiency mechanism of government investment has a great impact on China’s economic development
