一、政府审批国企改制工作环节概述国有企业的改制工作一般要经历两个阶段,一是初次改制阶段,即由企业法规范的国有企业组织形态转变为按公司法规范的独资公司、有限责任公司或股份有限公司等组织形态。二是深化改制阶段,是在国有企业初步改制的基础上,改变企业股权结构,引入新股东或改变企业股权比例,以及企业内部制度的广泛变革,如增资扩股、国有股权转让、改变经营者激励制度和劳动工资制度等。
