政府是市场中的重要消费者。通过实施政府绿色采购,可以促使环境友好型产品在政府采购中占据优先地位,并对公众的可持续消费起到良好的示范和导向作用,推动低碳经济的发展。文章主要采用SWOT分析方法,对我国现阶段推行政府绿色采购的优势和劣势,机会和威胁等内外部因素进行系统分析,并在此基础上提出针对性对策和建议,指出需要从构建政府绿色采购的理论与技术体系、发挥政府绿色采购的政策功能、协调各利益相关方的关系、重视专家咨询和公众参与的作用和加强绿色思想的宣传等五方面加以改进,以期能对我国的政府绿色采购实践提供借鉴。
The government is an important consumer in the market. By implementing government green procurement, environmental-friendly products can promote the priority of government procurement and play a good role in demonstrating and guiding public sustainable consumption so as to promote the development of a low-carbon economy.
