大批顶尖级的科技精英长期滞留海外,成为我国引进海外科技人才工作的突出难题。本文在学术相关性(academic correlation)理论建构的基础上,基于20个主要国家和地区的大型实证调查,重点研究理工科留学人才的研究方向的延续性、海外师承关系、与中国大陆的学术交流合作情况等与其回流意愿的内在关联,发现这一群体的科研选题的持续性(前相关)、师承关系(纵相关)、职业发展目标(后相关)、与中国大陆之间的学术交流与科研合作(横相关)均对其回流意愿有不同程度的影响。这就要求我国按照科技发展规律、学术成长规律及海外求学特点,以海外高端留学人才的科研选题为切入点,将引智工作的端口前移,消除海外科技人才引进中长期存在的信息不对称等问题,优化人才引进战略。
A large number of top-notch scientific and technological elites have stranded overseas for a long time, becoming a prominent problem in China's introduction of overseas scientists and technicians. Based on the theoretical construction of academic correlation theory and based on the large-scale empirical investigation of 20 major countries and regions, this dissertation focuses on the continuity of research orientation of overseas students in science and engineering, the relationship between teachers and students in overseas countries, academic exchanges with mainland China Cooperation, etc., and their willingness to reflow, found the continuity of research topics (formerly related), teacher-student relationship (vertical correlation), career development goals (post-related), and academic exchanges with Mainland China Scientific research cooperation (horizontal correlation) all have different degrees of impact on their intention to return. This requires that our country, in accordance with the law of science and technology development, the law of academic growth and the characteristics of overseas study, take the research topic of high-level overseas Chinese as a starting point, move the port of intellectual work forward and eliminate the long-term information imported by overseas scientific and technological talents Symmetry and other issues, optimize the introduction of talent strategy.
