针对我国电力体制改革进程中的实际情况和发电侧电力市场的发展趋势,对现有发电侧竞价交易模式进行了比较分析。结合我国国民经济发展的实际情况和电网经济调度的特点,提出了两种可供实用的发电侧电力市场竞价交易模式:一种是基于仅由固定成本确定容量电价而提出的“容量合同+全电量竞价+适时市场”模式;另一种是基于由固定成本和变动成本之和确定客量电价而提出的“容量合同+效率置换+适时市场”模式。经系统仿真和实际试运营,所提出的两种模式都是切实可行的。这两种模式有利于实现资源的优化配置、降低发电总成本、降低用户电价、促进我国工农业生产的快速发展。
Aiming at the actual situation in the process of power system reform in our country and the development trend of power generation market in power generation, the current bidding transaction modes of power generation side are comparatively analyzed. According to the actual situation of our country’s national economy and the characteristics of grid economic dispatching, two practical bidding transaction models for power generation market are proposed: one is based on the concept of “capacity contract + full Electricity bidding + timely market ”mode; the other is based on the“ capacity contract + efficiency replacement + timely market ”mode based on the determination of customer tariff by the sum of fixed costs and variable costs. The system simulation and actual test operation, the proposed two models are feasible. These two modes are conducive to the optimal allocation of resources, reduce the total cost of generating electricity, lower the electricity price of consumers and promote the rapid development of industrial and agricultural production in our country.
