二级学院是集行政、教学、应用型科研、学生管理于一身的二级管理机构,属于实体性行政组织。学校应赋予二级学院部分决策权、理财权和人事建议权以及相对独立的资源配置权,使其责权相称,促进临近专业群相互融合。结合高职院校二级学院在人力资源方面的管理现状,分析当前二级学院人力资源管理存在的一些问题及如何有效的优化配置,从而建立科学的人力资源管理机制。
The second level college is set administrative, teaching, applied research, student management in one of the two management agencies, belong to the substantive administrative organizations. Schools should be given some of the second-level college decision-making power, financial management rights and personnel advice and the relative independence of the right to dispose of resources, so that their power and proportionate, and promote the integration of the adjacent professional groups. Combined with the status quo of human resources management in the second-level colleges of higher vocational colleges, this paper analyzes some existing problems in human resource management of current second-level colleges and how to effectively optimize the allocation so as to establish a scientific human resources management mechanism.
