《中华人民共和国安全生产法》颁布实施以来,在对法律的宣传和贯彻上,在安全机制建设上,各级人民政府做了大量工作,取得了一定成效。特别是在安监机构建设上出现了可喜局面。县及县以上各级地方政府均相继成立了安监局,从人员、装备、经费等逐步得到了落实。同时,在成绩的后面还有不足,笔者从另一个侧面,对贯彻落买《安全生产法》需要进一步完善的事项谈点看法。不能光喊口号“安全第一、预防为主”作为多年安全管理中的一句口号,正式以法的形式加以明确,并作为《安全生产法》的立法 Since the promulgation and implementation of the “Law on the Safety of Production of the People’s Republic of China”, people’s governments at all levels have done a great deal of work in the promotion and implementation of laws and in the construction of safety mechanisms and have achieved some success.
