为了打破两个吃“大锅饭”的问题,充分调动积极性,提高经济效益,云南省建材工业公司决定给直属企事业单位下放八个方面的权,试行四个方面的改革。八个方面的权是: 1.生产安排权。属于国家指令性计划,公司一次全年安排到企业。月度、季度计划,指导性计划,由企业自行确定、安排,报公司备案。 2.产品销售权。在完成生产计划和供货合同的前提下,超产部分除作串换物资外,余下的全部由企业自销。
