我国中央向地方政府分权改革逐步推进,地方政府利益主体意识和经济人特征凸显。地方政府该种改变,虽提高了其工作运行的效率,但由于某些地方政府过于追逐单纯以本政府为主体的自身利益的最大化,采取了一系列不合情、不合理、甚至是不合法的举措,由此侵犯本属于社会的公共利益。公共利益被私化,背离了政府的公共性质,影响其公信力,导致人民怨声载道,不利于整个社会的良好发展。将结合政府权力机构的特殊主体地位及本质特征,浅谈公共利益被私化的风险,探求更大程度实现公共利益之举措。
