多种规划矛盾带来的城市土地利用空间冲突,催生了“多规融合”信息平台。从目前各地已开展的“多规融合”实践情况来看,“多规融合”信息平台集中体现在信息互享、审批提速、辅助决策的核心功能上。而在云平台、大数据等新技术的应用下,长沙市“多规融合”协同办公平台整体设计思路是将平台功能进行提升,使其成为基础数据差异协同转换平台、多方共用的协同应用平台、以项目为核心的资源共享平台、功能整合的复合平台及成果展示的立体平台,实现信息共享、协同审批、数据应用、辅助决策、公众参与等多元功能复合的规划大平台。通过总结其结构设计和相关技术手段的应用,在实现六大功能模块的基础上,基本实现功能整合平台的建设。 Conflicts caused by a variety of planning conflicts of urban land use space led to “multi-regulatory integration ” information platform.
