When the United States entered the last decade of the twentieth century, it faced a dramatic change in the policy environment. The interest of developing countries in the United States became even more important than that in the early days. And these countries are also changing. Therefore, the relations between the United States and developing countries in the 1990s will be quite different and more complicated than in the past. The economic and political interests of many developing countries will be highlighted, and the security interests traditionally explained are likely to be weakened. Since the 1950s, the United States has always maintained its policy on developing countries and military security. The rapid development of the current world-wide events in Eastern Europe and the Soviet Union and the relations between the United States and the Soviet Union have reduced tensions in the Third World of the “superpower”
