渔业资源的可持续利用需要集中政府、渔民、中介组织和市场调节等多方力量作为保障,其中,中介组织作为政府与渔民之间的桥梁,发挥着不可取代的作用。渔业管理越先进的国家和地区,中介组织的统筹和协调作用就越突出。挪威、日本、澳大利亚等渔业发达的国家在渔业资源管理过程中,较早的实践出适应政府和市场需求的发展模式。我国渔业中介组织发展起步晚,已不能完全满足我国渔业资源养护与管理的需求,本文在借鉴渔业发达国家发展经验的基础上,通过比较发现,强化法律地位、明确职能分工、构建内外监督机制和重视渔业信息分析研究等是完善我国渔业中介组织的重要环节。
