2009年2月中旬,在太空卫星相撞之后,英国报纸又爆出了英法两国战略核潜艇在水下相撞的新闻,并在随后得到了官方的确认,很快在全球引起了轩然大波。现代潜艇,特别是战略导弹核潜艇,广泛采用各种技术来降低自己发出的噪声,从而减少被对手发现的概率。此次事件中的英国“前卫”、法国“凯旋”号核潜艇,都采用了泵喷射推进器,相比传统的螺旋桨推进装置,噪声又进一步降低。而且潜艇外壳除了包覆消声瓦片以外,有的甚至还装备有模拟海洋噪声的装置,进一步掩盖自己的声音特征。法国国防部长莫兰在解释这起事故的原因时打趣说:“这次相撞是纯技术问题,因为我们潜艇的噪声比一只虾的动静还小。”一艘潜艇的动静达到与一只虾相较高下的程度,听着令人匪夷所思,这却也反应出高新科技装备已成为未来海战不可或缺的关键因素。未来战场上的较量,归根到底是人才的较量。我军要跻身于世界强师劲旅之林,很重要的一条就是依靠科技强军,培养和造就一大批高素质的新型军事人才。
