1999年元月1日起,铁路运输企业全面实行资产经营责任制。铁道部成为国家铁路国有资产的出资人代表,而14个铁路局及五大公司则作为经营者。这一制度,使铁道部与路局的经济关系发生了根本性的转变,由铁道部直接管理企业转变为出资人与经营者的关系。 政企分开落到实处 确立铁路局市场主体地位,是实行资产经营责任制的基点。
January 1, 1999 onwards, the railway transport enterprises to fully implement the asset management responsibility system. The Ministry of Railways became the investor representative of state-owned assets of the State Railway, while 14 railway administrations and the five major corporations served as operators. This system has fundamentally changed the economic relationship between the Ministry of Railways and the Bureau and has been transformed from the direct management of the Ministry of Railways to the relationship between the investor and the manager. The separate establishment of the government bureau and the government enterprise as the mainstay of the market of the railway administration is the starting point for the implementation of the asset management responsibility system.
