V. Basic Policy of Japan’s Economic Aid to Africa Japan started its financial assistance to Africa from 1966 onwards. In the future, both the amount of aid and the recipients of aid are constantly increasing, or even substantially increasing. In 1986, Japan’s development assistance to sub-Saharan African governments amounted to 441 million U.S. dollars, accounting for 11.7% of Japan’s total bilateral development assistance and about 10 times Japan’s assistance to all countries in the region 10 years ago.
