城市居民最低生活保障制度是社会保障体系中的一项十分重要的内容,也是解决企业特困职工家庭基本生活问题的根本途径。国务院《城市居民最低生活保障条例》于一九九九年十月一日颁布实施,标志着城市居民最低生活保障救济制度已步人正规化、法制化管理的轨道。 近日,中国能源化学工会煤矿工作部对全国19个省、市的煤炭行业40多个矿务局的实施《条例》情况进行了调研。调查结果显示,煤炭行业各级工会组织对所属企业符合低保条件的职工家庭进行了深入细致的调查摸底和审查、申报工作,使符合低保条件的大部分困难职工都享受到了不同程度的保障。但由于煤矿连续几年经济效益的滑坡,困难职工面广人数多,因此,煤矿企业职工享受低保的情况仍不容乐观,还存在诸多问题,应引起有关部门的高度重视。
The minimum living guarantee system for urban residents is a very important part of the social security system and also the fundamental way to solve the basic living problems of the hard-working enterprises and employees. The promulgation of the State Council’s “Minimum Living Standards for Urban Residents,” promulgated on October 1, 1999, marks the beginning of a formalized and legalized management of the minimum living allowance system for urban residents. Recently, China Coal Chemistry and Energy Coal Mine Working Department conducted a survey on the implementation of “Regulations” in over 40 mining bureaus in the coal industry in 19 provinces and cities nationwide. The survey results show that the trade unions at all levels in the coal industry carried out in-depth and detailed investigation and examination of the families of workers and staff members eligible for subsistence allowances in their respective subsidiaries and the declaration work so that most of the employees who meet the minimum living conditions have enjoyed varying degrees of protection . However, due to the economic decline of coal mines for several years in succession, there are many people with difficult jobs. Therefore, there is still no optimistic situation for the workers in coal mines to enjoy the minimum living allowance. There are still many problems that should be given high priority by relevant departments.
