双“234”教学质量监控和保障体系是指树立以学为中心和全面质量管理两个理念,坚持强调质量文化和质量保障技术两个原则,覆盖学校、专业、课程纵向三个层次,管理、教学、学习横向三个方面的三大保障范围,抓好入口、过程、出口三个质量生成环节,落实目标与计划、过程与评价、结果与反馈、改进与提高质量保障的四个阶段,强化质量文化建设、质量保障机制建设、质量监控与评估水平建设、质量报告制度与水平建设四项建设。本文全面阐述了该体系的内涵和构建方法。
