1989年2月4日,日法决定于今年8月在静冈县御前崎近海实施“南海-海沟”共同调查计划。这一计划利用潜水艇调查生息于东海地震震源区4000米深海底的双壳贝类情况,有助于地震预报。这是世界上第一个由提供贝类营养源的地下水量和化学成分的变化尽早发现地震前兆地形变的调查。东京大学海洋研究所教授小林和男等30名日法地球物理、生物、地球化学等方面的研究人员将参加这次调查,并在御前崎至九州近海全长约600公里的“南海-海沟”使用法国最新式的潜水艇“鹦鹉螺”号。预定8月2日至9月5日期间以清水和御前崎港为基地,在御前崎约100公里的近海作潜入海底约4000米深的潜航15次。
