随着社会经济的不断发展,人口的不断增长,公共部门的社会公共事务管理面临了更高的要求和挑战,而公共部门能力和效率的提升在很大程度上有赖于对公职人员有效的管理和正确的引导,这将直接影响到各公共组织的运转质量。本文旨在以西方管理思想Z理论为研究视角,探索和研究我国公共部门人力资源管理发展思路,以期提高公共部门处理社会公共事务的效率,促进社会的发展。
With the continuous development of the society and economy and the continuous increase of population, the management of public affairs in the public sector faces higher requirements and challenges. The enhancement of public sector competence and efficiency depends to a large extent on the effective management of public officials And the correct guidance, which will have a direct impact on the quality of operation of public organizations. This article aims to explore and study the development of human resources management in the public sector from the perspective of the theory of Western Management Z, in order to improve the efficiency of the public sector in dealing with public affairs and promote the development of society.
