随着电力市场化改革进程的深入,如何科学地评价电能、环境的协调度,进而采取相应的措施是当前进一步深化改革的关键环节。本研究运用系统协调理论,通过对电能、环境二者的协调关系的分析,建立了电能、环境协调度评估指标体系。基于数据包络分析,以统计年鉴数据为基本依据,对我国西部电能—环境系统协调度进行了量化评估研究,得出科学合理的结论,并提出了相应的政策思路及建议。
With the deepening of the electricity market reform process, how to appraise scientifically the coordination degree of electric energy and environment and then take corresponding measures are the key steps to deepen the reform. In this study, using the theory of system coordination, through the analysis of the coordination relationship between electric energy and environment, the paper establishes the evaluation index system of electric energy and environment coordination degree. Based on data envelopment analysis and based on statistical yearbook data, this paper studies quantitatively the coordination degree of electric energy-environment system in western China, draws a scientific and reasonable conclusion, and puts forward corresponding policy ideas and suggestions.
