在苏北灌溉渠东侧,射阳河西岸,有一颗耀眼的明星在闪闪发光,招人注目。她,就是江苏省阜宁县电力自动化设备厂。 该厂始建于1980年,现有干部职工177人,其中中专以上科技人员75人,占职工总人数43%。现有固定资产2200万元,94年完成产值5461万元,利税1212万元,实现职工人均创产值31万元,人均创利税约7万元,人均收入7500元。引起许多同志赞叹和惊奇:“这靠的是什么?”厂长张遐林不无自豪地说:“靠的是人才,人才为我厂插上了腾飞的翅膀。” 一、要生存,靠人才 该厂属县集体企业,创建初期靠一把锤子,一把锉刀,既无技术人员,又无定型产品,作坊式的手工业生产。至1984年,企业已严重内亏37万元,资不抵债,濒临倒闭。面对这样一个烂摊子,出路在哪里?生存与发展的问题严酷地摆在新一轮厂领导班子面前。厂长张遐林组织一班人排问题,找出路,一致认为:企业要摆脱困境必须首先解决好人才问题。他们调整了思路,采取新的对策。厂长借钱出差、找门路、求人才;找产品、求横联。经过艰辛努力,终于感动了上海市东供电局、同济大学等单位,双方建立了经济技术联营,开发新产品,提高产品质量,打开市场销路,使这个濒临倒闭的小厂有了转机。

He agreed that enterprises must first solve the problem of talents in order to get out of the predicament. They adjusted their thinking and adopted new countermeasures. Directors borrow money for business trips, find opportunities and seek talents; find products and seek cross-links. After hard work, Shanghai East Power Supply Bureau, Tongji University and other units were finally moved. The two sides established economic and technological joint ventures to develop new products, improve product quality, open up market outlets, and make this small factory on the brink of a turning point.
