在一次会议间隙的闲聊中,听到了丁道桂代表对江苏省无锡市十三届人大一次会议第19号建议(“关于出售的商品房为什么领不到产权证的批评、建议和意见”)办理答复时三次说“不”的故事,引起了笔者的兴趣。无锡市十三届人大二次会议召开之际,笔者在北唐区代表团驻地采访了无锡市第十二届、十三届人大代表丁道桂教授。丁代表讲起三次说“不”时情绪有些激动,他带来了大量相关资料,讲述起事情的经过。2002年年底,家住南长区开源路的一些住户向丁代表反映由南长区商业网点开发公司开发的开源路26、27、28号商品房未通过综合验收就公开出售,导致住户领不到产权证的问题。丁代表经过多方了
