“一事一议”财政奖补工作是一项财政支农制度创新,邹平县孙镇自开展村级公益事业建设一事一议财政奖补工作以来,在改善农村基础设施、推动公益事业发展上取得了一定成效:改善了农村生产生活条件,调动了农民建设家园的积极性,密切了党群干群关系。但是奖补工作在实际操作中也存在一定的问题:一是多数村集体经济实力较为薄弱;二是资金来源比较单一;三是一事一议财政奖补工作开展不平衡。解决这个问题主要注重:强化领导,建立健全责任体系、加强村级班子建设、深入宣传发动群众积极参与三个方面。 Since the launching of the construction of village-level public welfare undertakings, since the fiscal awards and supplements work, Sunzi Zouping County has made great efforts to improve rural infrastructure and promote the development of public welfare undertakings. Some achievements have been made. Rural productive and living conditions have been improved, farmers’ initiative in building their homeland has been mobilized, and the relationship between the party and the masses has been closely linked. However, there are also some problems in the practice of award and supplement work: First, the collective economic strength of most villages is relatively weak; second, the sources of funds are relatively monotonic; third, imbalances are found in the work of making financial awards and compensations for each issue. The solution to this problem mainly focuses on strengthening leadership, establishing and improving a responsibility system, strengthening the construction of village-level bodies and thoroughly publicizing the active participation of the mobilized masses in three aspects.
