作者从当前及２１世纪初叶中国经济发展和对主要矿产资源供需关系分析入手，阐述了为实现世纪之交经济可持续发展的宏伟战略目标，必须抓住当前国内外的有利时机，从全球资源战略出发，从现在起，把实施国外风险勘探开发，建立海外资源基地作为我国当前及今后一个相当长时期的基本战略任务。为了实现这一战略目标，作者建议国家制定相关产业政策和配套经济政策；建立海外资源风险勘查基金；采取一系列有效措施，对海外风险勘探开发活动予以政策扶持和必要的财政支持
From the analysis of China’s current economic development and the relationship between the supply and demand of major mineral resources in the early 21st century, the author elaborates that in order to realize the grand strategic goal of sustainable economic development at the turn of the century, we must seize the current favorable opportunity at home and abroad, and from the global resource strategy. Starting from now on, the implementation of foreign risk exploration and development and the establishment of overseas resource bases will serve as basic strategic tasks for China for a long time to come. In order to achieve this strategic goal, the author recommends that the state formulate relevant industrial policies and supporting economic policies; establish overseas resource risk exploration funds; adopt a series of effective measures to provide policy support and necessary financial support for overseas risk exploration and development activities
